Description of Duties

This is an administrative engineering position in the Monroe County Department of Transportation responsible for the supervision and direction of the Traffic Control Center, Traffic Studies Unit, Traffic Signal Lab, Traffic Signal Maintenance and Construction, and Highway Lighting.   Additionally, this position is responsible for planning and administering capital improvement projects.  The employee reports directly to, and works under the general supervision of the Director of Transportation or other higher-level staff member. General supervision is exercised over a professional and technical staff of engineers, draftsmen and engineering aides.  Does related work as required.

Minimum Qualifications

Graduation from high school or possession of an equivalency diploma, plus EITHER:

(A)  Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in any Engineering field, plus seven (7) years paid full-time or its part-time equivalent professional** work experience in transportation/traffic engineering involving the review of highway design plans, two (2) years of which must have been in a supervisory capacity** or project supervision; OR 

(B)  Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in any Engineering field, plus five (5) years paid full-time or its part-time equivalent professional*** work experience in transportation/traffic engineering involving the review of highway design plans, two (2) years of which must have been in a supervisory capacity* or project supervision; OR  

(C)  An equivalent combination of education and experience as defined by the limits of (A) and (B) above.

**Supervisory capacity, for the purposes of these minimum qualifications, involves typical duties such as assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline.  The supervision aspects must be an integral part of the job, not incidental or occasional.

***Professional experience for the purpose of these minimum qualifications, does not include clerical, labor, maintenance or similar activities.

Possession of a New York State Professional Engineer's license or possession of a Professional Engineer's license issued by a state having reciprocity with New York Professional Engineering licensure standards, and which license was obtained by written examination.

Where, in order to meet the Professional Engineering's license requirement, an individual is appointed by using the process of reciprocity, the probationary period is not considered complete until the employee has received the Professional Engineer's license issued by the State of New York.  The license must be obtained during the probationary period or otherwise be separated from the position.
