Description of Duties

This is an administrative position responsible for the supervision, direction, and integration of the activities of a paid fire department or a combination fire department comprised of career and volunteer staff within a fire district.  Overall administration and accomplishment of objectives of the district and establishing major district practices, planning long-term programs, and determining fiscal and financial objectives are other responsibilities of the position.  Work is performed in accordance with the policies and objectives outlined by a Board of Fire Commissioners and reviewed by the Board via conferences, reports and success of the district’s programs and activities.  Duties include organizing, planning, and directing fire prevention, suppression and emergency medical response activities.  Duties also include responding to fire alarms to direct fire scene operations.  The employee reports directly to, and works under the general supervision of the Board of Fire Commissioners with wide leeway allowed for independent judgment.  General supervision is exercised over subordinate staff.

Minimum Qualifications

Graduation from high school or possession of an equivalency diploma plus EITHER:
 
(A) Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree plus three (3) years paid full-time or its part-time equivalent*** experience in a fire district as a Fire Captain or higher rank; OR,
 
(B) Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree plus six (6) years volunteer* experience as a Fire Chief, Assistant Fire Chief or similar rank; OR,
 
(C)  An equivalent combination of education and experience defined by the limits of (A), and (B) above.
                  
*Volunteer experience, for the purposes of these minimum qualifications, must be documented by submission of a signed letter from the chief/director of the participating district or department stating the title(s) of the positions and months and years of volunteer service.
 
Candidates must meet the requirements of Section 58-a of New York State Civil Service Law.  These requirements are either established or approved by the State Fire Administrator and, as a result, may change depending on the Fire Administrator.
 
Effective January 20, 2019, except in the City of New York, to be eligible for a provisional or permanent appointment as a fire chief, the candidate must meet the following qualifications:
 
1.  Possession of the National Certification as a Fire Officer 3, pursuant to the National Fire Protection Association (NFPA) 1021 Standard for Fire Officer Professional Qualifications (submit copy of certificate); AND,
 
2.  Maintain fitness standards in compliance with the Occupational Safety and Health Administration (OSHA) CFR 1910.134 Respiratory Protection Standard, 29 CFR 1910.156 Fire Brigade Standard and any established by the Authority Having Jurisdiction (AHJ)**.
 
3.  The following education and experience may be substituted for NFPA 1021 Fire Officer 3 Certification, upon the approval of the State Fire Administrator:
(a)  New York State (NYS) Supervisory Level 1 certification pursuant to 19 NYCRR 426.9 (i.e. NYS Fire Officer 1 certification) and 10 or more years of service as a fire chief in a civil service position; or
 
(b)  Possess National Certification as a Fire Officer 2 pursuant to NFPA 1021; and
 i. 10 or more years of progressive supervisory responsibility in the field of fire or emergency services and 60 college credits;
or
 ii. 5 or more years of progressive supervisory responsibility in the field of fire or emergency services and 120 college credits;
or
 iii. 5 or more years of service as fire chief in a civil service position;
or
 iv. 5 or more years of service as a chief officer (Assistant Chief, Battalion Chief, Deputy Chief) in a civil service position and completion of the National Fire Academy, Executive Fire Officer Program or the Center for Public Safety Excellence, Chief Fire Officer designation.
 
** Once a fire chief candidate finalist(s) has been identified, civil service agencies should inquire if the candidate has had a physical demonstrating that he or she meets the OSHA respiratory protection standard, and request documentation of such.  The Standards Unit at the Office of Fire Prevention and Control (OFPC) ([email protected]) will be able to provide assistance when the time comes to evaluate this standard.  In addition, the appropriate appointing authority may also request that the candidate undergo a physical prior to beginning work.
 
Note: Chapter 406 of the Laws of 2018 amends Civil Service Law Section 58-a to require minimum qualifications for fire chiefs of fire departments that employ five (5) or more career firefighters.  These new requirements apply to the provisional or permanent appointment of a paid fire chief, on or after January 20, 2019, in the competitive, non-competitive, unclassified, exempt or other classifications as defined by the New York State Civil Service Law.
 
Volunteer fire chiefs in volunteer or combination departments are not subject to the Civil Service Law. Therefore, these requirements do not apply to volunteer fire chiefs in volunteer or combination departments.
