Description of Duties

This is an administrative position for Epidemiology and Disease Control in the Monroe County Department of Public Health, responsible for the planning, development, implementation, oversight, and coordination of programs related to communicable or infectious disease threats which include, but are not limited to, the West Nile virus, influenza, bioterrorism, tuberculosis and sexually transmitted diseases. This position coordinates communicable disease surveillance and epidemiologic and outbreak investigations, promotes public education, and encourages community awareness and regional prevention control measures. The employee reports directly to, and works under the general supervision of the Deputy Commissioner of Public Health or other higher level staff member. General supervision is exercised over staff such as a Nurse Coordinator, Research and Data Analysis Coordinator, Public Health Program Coordinator and Registered Nurse, and clerical staff.

Minimum Qualifications

Graduation from high school or possession of an equivalency diploma, plus EITHER:

(A) Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Epidemiology, OR in Public Health with a concentration in epidemiology, OR a health related field with a minimum of six (6) semester credits in epidemiology and six (6) additional semester credits in epidemiology or biostatistics; PLUS two (2) years paid full-time or its part-time equivalent** professional* experience conducting data collection, analysis and reporting in support of surveillance and epidemiologic investigations, two of which must be in a supervisory capacity; OR

(B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree or higher; PLUS four (4) years paid full-time or its part-time equivalent** professional* experience as defined in (A) above, two (2) years of which must be in a supervisory capacity; OR

(C) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree or higher; PLUS three (3) years paid full-time or its part-time equivalent** professional* experience as defined in (A) above, two (2) years of which must be in a supervisory capacity; AND successful completion of a principles of epidemiology course for health professionals given by the Centers for Disease Control, United States Public Health Service; OR

(D) An equivalent combination of education and experience as defined by the limits of (A), (B) and (C) above.

*Professional experience, for the purposes of these minimum qualifications, does not include clerical or secretarial experience.

NOTE: These minimum qualifications meet the minimum standards as set forth in the New York State Sanitary Code, Chapter 11, Section 11.197.
