Description of Duties

This professional public health position is responsible for planning, directing, and administering environmental health programs and all other environmental health activities for Monroe County.  Work involves providing leadership in the promotion of public health through the application of environmental health practices and the enforcement of provisions of local and state public health laws and sanitary codes relative to environmental health matters.  The employee reports directly to and works under the general supervision of the Commissioner of Public Health.  General supervision is exercised over a subordinate professional staff such as Senior Public Health Engineers, and Principal Public Health Sanitarians.  Does related work as required.

Minimum Qualifications

Graduation from a regionally accredited or New York State recognized college or university with a Bachelor’s degree in Sanitary, Environmental, Chemical, Civil or Public Health Engineering or a related engineering field or graduation from a regionally accredited or New York State recognized college or university with a Bachelor’s degree that included thirty (30) semester credit hours in the physical** and/or biological sciences***, of which not more than twelve (12) semester credit hours may be in the applied sciences****, plus either

(A)  Two (2) years paid full-time or its part-time equivalent administrative and supervisory experience as a Principal Public Health Sanitarian or Senior Public Health Engineer in Monroe County government, or an equivalent position at a comparable agency; OR,

(B)  Five (5) years paid full-time or its part-time equivalent environmental health experience, two (2) years of which must have been in a supervisory capacity responsible for managing programs that involve anticipating, recognizing, and responding to environmental health challenges.  Graduation from a regionally accredited or New York State recognized college or university with a Master’s degree in Public or Environmental Health, or a related field that demonstrates the five (5) core competencies of a public health education (Biostatistics, Environmental Health Services, Epidemiology, Health Policy and Management, and Social and Behavior Sciences) may be substituted for up to two (2) years of the required environmental health experience.

**Physical sciences is a subset of natural science which includes a wide range of fields of study in inorganic and organic chemistry, qualitative and quantitative analyses, biochemistry, astronomy, meteorology, geology, earth science and physics.

***Biological sciences may include courses in biology, microbiology, botany, zoology, and other related courses containing the study of living organisms.

****The term applied science shall mean science-based courses in environmental technology, sanitation technology, medical technology, public health, and infection control or food science.
