Description of Duties

This is a senior-level staff position responsible for supervising the performance of management and financial analyses, budget planning, and for providing services concerning the identification, development, and implementation of management improvements in a finance or budget office.  Duties involve providing technical assistance in the preparation of operating and capital budgets, and analyzing data for development of budget studies and projections.  This position differs from Management Analyst by virtue of the more complex analysis performed, the more difficult work assigned, the greater consultative role, and supervisory responsibility of a team of technical and clerical employees. Employees may be assigned to work independently without continuous supervisory responsibility on select management analysis projects or on assignments requiring specialized technical skills. The employee reports directly to, and works under the general supervision of an Associate Management Analyst, Principal Management Analyst, Director of Finance, Director of Budget or other higher-level staff member with independence allowed for scheduling and assigning personnel to accomplish work activities, and in monitoring, reviewing, and evaluating staff performance. 

Minimum Qualifications

Graduation from high school or possession of an equivalency diploma plus EITHER:

(A)     Graduation from a regionally accredited or New York State registered college or university with a Master’s  degree in Public Administration, Business Administration, Finance, Accounting, Economics, Mathematics, Statistics or a closely related field plus four (4) years paid full‑time or its part‑time equivalent* experience in budget preparation, budget analysis, financial planning, financial analysis, financial eligibility determination and client budget planning, or management analysis, one (1) year of which must have involved the operation of a computer using software related to the reporting and analysis of financial data; OR,

B)      Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in one of the fields mentioned in (A) above plus five (5) years of paid full-time or its part-time equivalent* experience in budget preparation, budget analysis, financial planning, financial analysis, financial eligibility determination and client budget planning, or management analysis, one (1) year of which must have involved the operation of a computer using software related to the reporting and analysis of financial data; OR,

(C)     Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree in one of the fields mentioned in (A) above plus six (6) years paid full-time or its part-time equivalent* experience in budget preparation, budget analysis, financial planning, financial analysis, financial eligibility determination and client budget planning, or management analysis,  one (1) year of which must have involved the operation of a computer using software related to the reporting and analysis of financial data; OR,

            (D)      An equivalent combination of education and experience as defined by the limits of (A), (B), and (C) above.
