Description of Duties

This is an administrative position located at Monroe County Department of Public Health, division of Maternal and Child Health Services. The services include the Nurse Family Partnership (NFP) program, Starlight Pediatrics (SLP), Nutrition/Women Infants and Children (WIC) and the Children with Special Health Care Needs Program (CSHCN). Duties involve policy and procedure development, implementation and interpretation, and directing quality improvement activities. This position also functions as the Director of Patient Services for the Licensed Home Care Services Agency. Work is conducted within federal, state and local rules, regulations, and guidelines. The employee reports directly to and works under the general supervision of the Commissioner of Public Health or other higher-level staff member. General supervision is exercised over a Public Health Nurse Coordinator, Nurse Coordinator- Pediatric Clinic, Health Services Coordinator and other subordinate staff.

Minimum Qualifications

Graduation from high school or possession of an equivalency diploma, plus EITHER:
 
(A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Nursing, Social Work, Psychology, Health Administration, Public Administration Public Health, or closely related field plus five (5) years paid full-time or its part-time equivalent** experience in a community-based organization, such as a public health or human services department, two (2) years of which must have been in an administrative/management*; OR,
 
(B) Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in one of the fields stated in (A) above, plus four (4) years paid full-time or its part-time equivalent** experience as defined in (A) above two (2) years of which must have been in an administrative/management* position; OR,
 
(C) An equivalent combination of education and experience as defined by the limits of (A) and (B) above.
 
*Administrative/management is defined as responsible direction and control of an organization or organizational unit. In addition to the supervision of work groups, the administrator is involved in planning, resource allocation, program evaluation and policy formulation.
