Description of Duties

This is a senior-level supervisory professional engineering position, located in the Department of Environmental Services, responsible for directing a major phase of an overall engineering program.  The work focuses on the review and approval of engineering plans and specifications, the design of wastewater treatment facilities and systems, the development of construction costs estimates and timetables, and the monitoring and inspection of construction and maintenance activities for sewage and wastewater treatment facilities and collection systems.  Considerable independence is allowed in the exercise of judgment regarding engineering problems, the establishment of internal procedures and priorities required to accomplish assignments, and the supervision and evaluation of staff.  This position differs from that of Senior Engineer ‑ Pure Waters by virtue of the broader scope of supervisory responsibility and oversight of engineering projects.  The employee reports directly to, and works under the general supervision of a department section chief, with direction given on issues of department policy and priority.  General supervision is exercised over a subordinate staff.  Does related work as required.

Minimum Qualifications

Graduation from high school or possession of an equivalency diploma, plus EITHER:

(A)  Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Construction Technology, Environmental Science, Earth Science, Engineering Science, Civil Engineering Technology, Civil Engineering, Mechanical Engineering Technology, Mechanical Engineering, Sanitary Engineering or a closely related field, plus five (5) years paid full-time or its part-time equivalent professional* experience in civil, environmental, or sanitary engineering activities involving wastewater treatment, collection or pumping systems, or water distribution systems, or other utility, one (1) year of which must have involved the supervision of staff; OR,

(B)  Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in one of the fields mentioned in (A) above, plus seven (7) years paid full-time or its part-time equivalent professional* experience as defined in (A) above, one (1) year of which must have involved the supervision of staff; OR,

(C)  An equivalent combination of education and experience as defined by the limits of (A) and (B) above.

*professional, for the purposes of these minimum qualifications, does not include clerical, secretarial, labor, maintenance or similar activities.

SPECIAL REQUIREMENTS:

Possession of a valid New York State Professional Engineer's license, or possession of a Professional Engineer's license issued by a state having reciprocity** with New York Professional Engineering licensure standards, and which license was obtained by written examination.

**Where, in order to meet the Professional Engineer's license requirement when an individual is appointed by using the process of reciprocity, the probationary period is not considered complete until the employee has received the Professional Engineer's license issued by the State of New York.  The license must be obtained during the probationary period or the employee will be separated from the position.
